Lessons from Major Projects: Why Engagement Matters

As Queensland prepares to host the 2032 Olympic and Paralympic Games, transformative infrastructure and community projects are shaping the state’s future. The unprecedented program ahead of us needs meaningful engagement and communication to deliver legacy, value, and inclusive and sustainable outcomes. 

Since 2019, Urbaine has delivered a $7BN+ portfolio in collaboration with clients, regularly supporting planning and approval pathways, navigating change, and de-risking the delivery for a diverse range of property, precinct, and infrastructure projects. 

In the context of what’s ahead for our state, we reflected on this work and our collective career experiences on projects like Queen’s Wharf Brisbane, North Queensland Stadium, Queensland Ecotourism Trails, TransLink Smart Ticketing, Queensland Rail Station Accessibility Upgrade Program, Western Corridor Recycled Water Scheme, and the 2011 Grantham Flood Recovery.  

The Common Thread 

The role of well-planned and executed communication and engagement remains critical, with common project enablers including:  

  • Building trust and transparency by keeping communities and partners informed 
  • Gathering diverse perspectives to improve project design and outcomes 
  • Mitigating risks early through proactive management of concerns 
  • Aligning with government and community priorities for integrated solutions 
  • Creating meaningful legacies well beyond project completion, in collaboration with the community and key stakeholders. 

The landscape of consultation and engagement is ever-changing. This was part of an evolution of the IAP2 Public Participation Spectrum by Australia’s peak body, the Engagement Institute. A blueprint for best practice, the widely adopted framework helps practitioners to bridge the gap and match objectives with the right communication and consultation. 

At the same time, we’re working with clients and project teams on the risks and benefits of technology and AI in planning and delivery. With ethics, privacy, and inclusiveness front of mind, and fundamental human oversight, AI is enhancing consultation and communication programs, from research and execution to analysis and reporting.  

Looking Ahead  

As we countdown to Brisbane 2032, a strong emphasis on strategic engagement will be critical to:  

  • Meeting expectations for venues and infrastructure both during the Games experience and in legacy mode
  • Aligning diverse stakeholders and maximising available resources while pursuing value for money and on-time delivery.  
  • Integrating cultural, social, and environmental values including First Nations perspectives. 
  • Delivering inclusive, accessible experiences and infrastructure, from transport to venues to precincts. 
  • Strengthening community resilience and benefits across the regions.  
  • Leaving a strong legacy of community assets for generations to come. 

Effective engagement is not a one-time activity or plan, but a continuous journey of collaboration, listening and learning – a cornerstone for Queensland as we move toward 2032 and beyond.
